SERVICE AVAILABLE IN PIMA COUNTY


Family Housing Resources offers a homebuyer assistance program in Pima County designed to educate and assist first-time* low-income homebuyers in purchasing an affordable home. Program specifications are designed to engage all home purchase partners (nonprofit, lender, Realtor, inspector, title) in developing an affordable home purchase package. 

*First time homebuyer definition - borrower has not had homeownership interest in a home within the past 3 years.

Applicants will attend FHR’s homebuyer education course and meet with a housing counselor to develop their home purchase package. The assistance process will take up to 3-4 weeks.

Qualified homebuyers can receive:

• $10,000 Location of home can be anywhere in Tucson/Pima County.

• $10,000  Borrower must be obtaining MRB Loan (click here for more information).  Location of home can be anywhere in Tucson/Pima County.

• $20,000 Location of home in PLUS area (download pdf of map)

Homebuyers already with Loan
Homebuyers who have already obtained will be evaluated using the same program specifications. To begin the evaluation process, lenders may fax the loan application, Good Faith Estimate andTruth-in Lending to FHR at 323-3788.  Homebuyers need to be qualified by FHR prior to entering into a purchase contract.

Homebuyer Assistance

 :: The $10,000 assistance is in the form of a second lien, due upon sale. 2% interest will be added if sold during years 1-5.
 :: The $10,000 assistance with an MRB Loan is in the form of a second lien, forgivable in 10 years.
 :: The $20,000 assistance is in the form of a second lien, due upon sale.  2% interest will be added if sold during years 1-10.
:: The assistance may not be used with other home-funded of down payment/closing costs assistance.
:: The program is approved by HUD-FHA as a down payment assistance provider.

Homebuyer Education & Counseling
 :: Homebuyers will meet with a housing counselor to review their affordable housing package
 :: Homebuyers are required to attend FHR’s homebuyer education class
 :: All borrowers and their spouses/partners are required to attend the class

Homebuyer Responsibilities
 :: The homebuyer is required to contribute at least $1000 (can be gifted)
 :: The homebuyer must not owe any amounts to the City of Tucson for Section 8 or Public Housing
 :: The assisted homebuyer must occupy the home as their current residence during the lien period


Loan Parameters
 :: The loan can be with any lender
 :: The interest rate on the loan must reflect market-rate par pricing; no sub-prime, interest only or ARM loans
 :: A 1% origination will be allowed
 :: No discount fees will be allowed (exception State, local MRB programs, and Arizona Homebuyer Solutions)
 :: Lender fees may not exceed $800
 :: Housing ratio maximum 35%; Debt ratio maximum is 45%

Home Parameters
 :: The purchase price must be below $239,850
 :: The home must be owner-occupied or vacant

Home Inspection
 :: The home to be purchased must meet standards identified by HUD and Local Code.  FHR will arrange for a home inspection to be done at no cost to the homebuyers.  Items identified by the inspector as not meeting these standards must be repaired prior to closing and provision of homebuyer assistance

 :: Home must meet required environmental standards involving lead-based paint, flood plane and airport runway zone

Title Company
 :: The Title Company used must provide discounted rates on escrow & title services to low-income homebuyers. 

Realtors
 :: Homebuyers must meet with FHR and be qualified for the assistance prior to entering into a purchase contract.  Realtors are requested to assist the homebuyer with the process and arrange for the time necessary to close the transaction
 :: Realtors are encouraged to offer discounted fees and/or contribute to the closing costs
